Solar incentives have historically been targeted toward middle and upper income homeowners, which has left renters and low- and moderate-income ratepayers behind.  In the last few years Oregon has taken several steps to create solar incentives for low- and moderate-income ratepayers.  This session will explore existing opportunities and challenges to ensuring that everyone has access to solar.
